Reach for the S.T.A.R. Governor George Pataki has proposed a comprehensive school tax relief program that cuts school taxes for the average homeowner by 27%. If the Legislature approves the Governor's S.T.A.R. program, every homeowner will see their school taxes decline. The largest percentage cuts will be on entry level homes for first-time buyers. Here's what is included in the S.T.A.R. program: It provides $1.7 billion for direct school tax cuts that will be passed along to homeowners. It imposes a 4% cap on future increases in school tax levies. It includes incentive aid for districts that freeze or reduce their tax levies and additional incentive aid for controlling administrative costs. It requires changes in assessment practices to eliminate gross inequities in taxing practices.
